Buddy’s 2019 Maverick X3 Max

Helping a friend inspect his 2019 Maverick X3 Max and saw a plenum port that looks like it was snipped or left open. Came straight from a dealer like that. Could it be part of an old emissions setup or dealer prep miss?

Good advice, thank you! It runs fine and does not throw any codes. Is that port normally for a blow off valve or a sensor on some models?
